Brownfield Land Register

Brownfield sites in the South Hams which would be suitable for housing.

Government Regulations require Councils to prepare and maintain a register of brownfield sites.

This provides information on brownfield land in our area which is suitable for housing.

The Town and Country Planning (Brownfield Land Register) Regulations 2017 required the Council's first Brownfield Land Register to be published by 31 December 2017. The Council is now required to review the Register annually.

The Council has prepared Part 1 of the Brownfield Land Register.


What is 'Brownfield Land'?

'Brownfield Land' is sometimes called 'Previously Developed Land (PDL)'. A full definition is provided in Annex 2 of the National Planning Policy Framework (NPPF).


What information does the Brownfield Land Register include?

The Brownfield Land Register has two parts which are described below.

Brownfield Land Register: Part 1

All Local Planning Authorities are required to complete Part 1 of the Register.

To be considered for inclusion on Part 1 of the Register, any brownfield site must meet the criteria below;

  • (a) the land has an area of at least 0.25 hectares or is capable of supporting at least 5 dwellings;
  • (b) the land is 'suitable' for residential development;
  • (c) the land is 'available' for residential development; and
  • (d) residential development of the land is 'achievable' (i.e. is likely to take place within 15 years of being entered onto the Register).

Brownfield Land Register: Part 2

Part 2 of the Register is optional for Local Planning Authorities. South Hams District Council is not producing Part 2 of the Register at this time.

Part 2 of the Register consists of sites selected from Part 1 which have been granted permission in principle for residential development.


Brownfield Land Register (2023 Review)

The Council has reviewed its Brownfield Land Register (Part 1). The review consisted of:

  • checks on the current sites on the register,
  • updates to include relevant planning permissions granted in the last 12 months; and
  • determining whether any nominated sites were eligible for inclusion.

Updating the Register

The Council will update the register annually. You may nominate a site to be considered for Part 1 of the Register at any time, although the Council may not consider the eligibility of a site to be included on the register until the next review of the Register takes place.

If you wish to submit a brownfield site for consideration please email Strategic Planning Team at South Hams District Council.

Any submissions received during this time will be considered for inclusion on the 2024 Register which will be published in December 2024. The Council will accept submissions up to 30 November 2024 to be considered in the 2024 review of the register.
