Response will be provided in 20 working days in most cases (can be extended by agreement if further consultation or investigation is required). In addition to the areas set out above to be able to be subject to a Planning Performance Agreement (PPA) the Council is willing to consider their use in other circumstances by mutual agreement. Where a PPA is in place it will be made available on the relevant principle applications in line with the Council's publication procedure e.g. where a pre-application is subject to a PPA it will be made available when the pre-application becomes public at the point of an application submission
Where a PPA is relating to a site or long term development scheme the PPA will be shown on the pre-application, application and any subsequent application e.g. S73 application, it will not be shown on condition discharge applications or Non-Material Amendment applications
While the Council's standard approach will be to agree a bespoke fee for a PPA (dependent on the scope required), it will also be willing to agree staged payments in specific cases. These would be paid in advance of specific agreed milestones. The Council will also be willing to agree a process where the costs associated with processing the PPA will be payable on a day rate basis +VAT, this will be based upon the principal case officers time and any core associated officers to a project such as urban designer or landscape officer whose involvement is specific to the scheme plus 15% fee to cover administration of the agreement and the involvement of other consultees. Where such an agreement is in place it will be subject to a minimum upfront payment of £2500 and subject to a regular agreed invoicing process. The fees set out will be non-negotiable and failure to pay will be considered to terminate the agreement. For longer term PPA these will need to be re-agreed on at least an annual basis.
