With these web pages we aim to provide members of the public and planning professionals with information, guidance and advice on the different aspects of Planning (Development Management) within South Hams District Council. Basic details of planning applications are updated on a daily basis (overnight).
Planning seeks to ensure that new development is in line with planning policies that are set out in the development plan and to ensure building work that is controlled under the building regulations is undertaken to provide health and safety of people both in and about buildings.
We are committed to seeking sustainable development in South Hams by successfully integrating all the social, economic and environmental issues that arise with new schemes.
The Development Management Service incorporates Development Management, Enforcement, Conservation, Listed Buildings and Land Charges
- Building Regulations and Planning Permission……are two different controls!
- Planning Permission is concerned with what your building work looks like.
- Building Regulations make sure your building work is safely constructed. The Devon Building Control Partnership is a strategic local authority partnership which brings together the building control services of South Hams District Council, Teignbridge District Council and West Devon Borough Council into one unified partnership to serve the communities of south and west Devon.
Your building work may need both Building Regulations and Planning Permission.
Planning (Development Management)
By dealing with planning and related applications, seeks to promote good design and a physical environment which is locally distinctive and respects the outstanding landscape of the district. It will achieve this by advising applicants of what is needed; expecting a high standard of submitted information and being prepared to refuse applications which have harmful impacts. Planning applications are advertised locally and site notices displayed on or near the site and we invite anyone who feels they may be affected by development proposals to contact us with their view.
How to submit a planning applicaton to us:
An alternative route to submitting your planning application to us using the PLANNING APPLICATION FORMS on this site and posting the application and documents to us is to use the PLANNING PORTAL. you can: create a planning application and send it electronically to South Hams District Council's Development Management service along with any attachments, or complete the forms on your computer then print and send them by post as part of a traditional paper application. You can also pay your planning fee on-line or send a cheque to: South Hams District Council following the instructions on the Planning Portal pages.

Forward Planning
The Forward Planning team produce the Local Plan/Local Development Framework (LDF) which provide guidance on what kind of development and use of land will and will not be permitted in the South Hams. The local plan/LDF guides and informs day to day decisions as to whether or not planning permission should be granted and is a principal tool for the Council's exercise of its development control function.
Conservation and Listed Buildings
The Conservation Officers can advise of the implications of doing works to listed buildings, including appropriate repair methods and to works to properties within Conservation Areas.
Enforcement
The Enforcement Officers deals with complaints and enquiries about possible unauthorised development, using its enforcement powers to prosecute and deal with any such breaches.
Building Regulations
are all about helping people to put up buildings that are safe, sound, economical and good to use. They are a set of standards, observed nationally and administered locally by your district council or an approved inspector, covering things like energy conservation, disabled access and the health and safety of people in and about the building.
Communites and Local Government sets policy on local government, housing, urban regeneration, planning and fire and rescue. We have responsibility for all race equality and community cohesion related issues in England and for building regulations, fire safety and some housing issues in England and Wales. The rest of our work applies only to England.
