Red Tree submitted an application to South Hams District Council and Plymouth City Council seeking outline planning permission in December 2006. A series of public consultations and exhibitions were carried out throughout 2007, during which time Red Tree responded to public concerns by submitting additional information to supplement the December submission. South Hams District Council's Development Control Committee considered the planning application at the specially convened meeting held on the 23rd April 2008. A duplicate application was submitted by Red Tree to South Hams District Council and Plymouth City Council on 27 March 2008. This is a duplicate of the December 2006 application and has a separate reference number and period in which to be determined. The application is available to view on the Council's website.
A second proposal for Sherford was put forward by the Plymouth and South-west Co-operative Society in April 2007 as an alternative to the scheme promoted by Red Tree. A planning application was submitted in April 2007, but was subsequently withdrawn in September 2007.
