From 1st November 2011, Devon County Council will be introducing an online system to manage parking of works vehicles for planned works.
Permission to park – known as a dispensation – can be granted to undertake planned works at premises adjacent to parking restrictions, in restricted zones, or in residential parking zones. A dispensation will only be granted where it is essential that the vehicle is parked close to the property in order to carry out works, and the impact on other road users, businesses, or pedestrians, is kept to a minimum. Dispensations are not issued simply to allow workers to park conveniently.
This service will be provided by Devon County Council. District councils will no longer offer this service and you will be able to apply for a works dispensation online at www.devon.gov.uk/parkingpermits. There will be a charge for this service.
A dispensation notice will allow extended parking in permit holder bays, pay and display, and limited waiting bays at or near the place of works. In extenuating circumstances, if it is essential that the vehicle is left on-street close to a property in order to carry out a particular job, permission may be granted to wait on single yellow lines, loading bays, or in zonal areas, e.g. pedestrian zones, but only if no other parking or waiting alternatives nearby could be used, and it is safe to do so.
As this service is primarily an online service: a valid email address, printing facilities, and a debit or credit card will be required. Cash and cheques cannot be accepted as payment for dispensation notices. A dispensation notice to print and display will be emailed to the applicant. This notice must then be clearly displayed on the vehicle dashboard.

Applicants will need to submit their requests and the relevant payment no less than one working day in advance of the start date of works, and no later than 4pm on a Friday if required for weekend working or for a following Monday morning. Dispensations cannot be issued on the day, and contractors must park legally whilst waiting for the dispensation notice to be sent back via email.
Existing exemptions for contractors on emergency call-outs for gas, water, or sewerage leaks, glazing repairs, or mains electrical repairs are unaffected. But in emergency repair situations, we recommend you call the above telephone number to advise Devon County Council where you are working and obtain a permission call reference to display on the dashboard, along with your contact details on business headed paper.
Devon County Council reserve the right to refuse an application where it considers the vehicle is not essential to the works, or offer an alternative location nearby if more appropriate. Vehicles being used for personal travel to and from a work site are not eligible for dispensations, and must be parked legally elsewhere on street, or use District off-street car parks.
Failure to display the dispensation or breach of any of the
terms and conditions will result in a penalty charge notice being issued, or the withdrawal of the dispensation.
