Civil Parking Enforcement
Civil Parking Enforcement (CPE) gives Local Authorities the power to enforce all parking restrictions within the county.
Since the 5th May 2008, the responsibility of parking enforcement was transferred from the Police to Local Authorities. Under the regulations of The Traffic Management Act 2004 Local Authorities have the powers to issue Penalty Charge Notices (PCN) to vehicle’s committing traffic contraventions. South Hams District Council is working in partnership with Devon County Council to provide on-street enforcement.
The main purpose of on street parking enforcement is to improve road safety and reduce congestion.
However, the Police are still responsible for illegal offences such as dangerous parking and obstruction.
Parking enforcement is not about making profits for Councils. There are no quotas or targets for the number of Penalty Charge Notices issued. However, all money raised from PCNs is reinvested in the service. Any additional money raised is given to be used to fund local transport improvements.
Civil Enforcement Officers will enforce residents parking schemes, double yellow lines, loading bay restrictions, bus lanes, zig zag markings, and a range of other parking restrictions.
To avoid being issued a PCN please ensure you display a valid ticket when parked in on-street pay & display spaces, ensure you have a valid residents permit in residential parking scheme areas, and check the area you are parked within to ensure there are no restrictions or signage informing you of any restrictions.
