Who can apply for Safe Homes Assistance?
Safe Homes Assistance is available for landlords who have properties that do not achieve the Decent Homes Standard and are occupied by a tenant classified as “vulnerable”.
For the purposes of Safe Homes Assistance, “Vulnerable” is defined as: - any tenant who is in receipt of at least one of the following
- Income Support,
- Income based job seekers allowance,
- Housing Benefit,
- Council Tax Benefit,
- Pension Credit Guarantee,
- War Disablement Pension (which must include a mobility supplement or Constant Attendance Allowance),
- Working Tax Credit including a disability element and a relevant income of less than £15,050,
- Child Tax Credit, providing the person entitled to the Tax Credit has a relevant income of less than £15,050.
What is Safe Homes Assistance for?
Safe Homes Assistance is to help where a dwelling fails to reach the Decent Homes Standard and can also include a “top-up” to a Warm Front Grant or can assist where a dwelling is poorly insulated but does not qualify for Warm Front Grant because of its “non standard” construction.
In each case, the works will be at the discretion of the Council.
How much would it be?
The maximum assistance, based on the cost of the works, is £25,000, but the actual amount will depend on the cost of the eligible works
The Assistance will be in the form of a 50% grant which will be repayable on breach of condition.
What conditions will be applied?
The property must remain available for rent for the 5 year condition period.
Future rent controls will be applied
