Safe Homes Assistance is available to help owner occupiers who have lived in their property for at least 12 months.
What is Safe Homes Assistance for?
Safe Homes Assistance is to help where a dwelling fails to reach the Decent Homes Standard and can also include a “top-up” to a Warm Front Grant or can assist where a dwelling is poorly insulated but does not qualify for Warm Front Grant because of its “non standard” construction.
In each case, the works will be at the discretion of the Council.
How much would it be?
The maximum assistance, based on the cost of the works, is £25,000.
The actual amount will depend on your income and savings and will be assessed using a standard test of resources, as prescribed under the Housing Grants, Construction and Regeneration Act 1996.
The Assistance will be in the form of a loan which will be interest free, but will be repayable on change of ownership or other breach of condition.
Applicants classified as “vulnerable” will however, be passported to a 100% grant which will only be repayable if a breach of conditions occurs within 5 years of completion.
For the purposes of Safe Homes Assistance, “Vulnerable” is defined as: -
any applicant who is in receipt of at least one of the following
- Income Support,
- Income based job seekers allowance,
- Housing Benefit,
- Council Tax Benefit,
- Pension Credit Guarantee,
- War Disablement Pension (which must include a mobility supplement or Constant Attendance Allowance),
- Working Tax Credit including a disability element and a relevant income of less than £15,050,
- Child Tax Credit, providing the person entitled to the Tax Credit has a relevant income of less than £15,050.
