Start to keep a diary relating to the problem, you should detail any times you speak or write to the person causing the noise, you should also write the dates and times of when you are disturbed and the effect it has on you. This will provide the first level of evidence in any subsequent legal action that may be needed. Be careful to make records as the events happen, not sometime later and try not to exaggerate.

When we investigate a complaint we usually ask that a
diary is kept for either a month or until there are five to six entries on it and to send it in to us. You need to make sure you are able to indentify exactely where the noise is coming from. For example, with a barking dog can you be sure its not another one in the area? Err on the side of caution and write as much detail as you can.
