People with disabilities often require more space or special facilities in their homes. This could mean that their property has been placed in a higher valuation band than would otherwise be the case if the features were not required, and the purpose of this Government scheme is to prevent this from happening. It will be for the person liable to pay the Council Tax to apply to the Council for the reduction in respect of either their own disability or that of another resident in the property. To qualify for the scheme there has to be:
- A disabled person resident in the property as their main home.
The definition of a disabled person for the purpose of this scheme is: "a person who is substantially and permanently disabled (whether by illness, injury, congenital deformity or otherwise)" The disabled person does not have to be registered disabled. and
- a room other than a bathroom, kitchen, or toilet which is used mainly by the person with a disability. For example an extension or extra room used for storing dialysis equipment;
or
- an additional bathroom or kitchen provided for the use of the person with the disability;
or
- extra space inside the dwelling to allow for the use of a wheelchair.

If your application is successful your bill will be reduced to that of a property in the next lowest valuation band. For example if your house is in Band D your bill will be reduced to that for a dwelling in Band C. If your property is in band A, then your bill will be reduced by one sixth. If you are also entitled to a discount or benefit, these will be applied based on the lower band charge.
