The liability for Council Tax on a property occupied by a religious community rests with the owner of the property rather than the residents. The occupiers will be disregarded if they are members of a religious organisation of which the principle occupation is one or more of the following;
- prayer
- contemplation
- education
- relief of suffering
The person will also need to fulfil all of the following;
- have no income, other than a former employers pension
- have no capital
- be dependant on the local community for their material needs
