A person will be disregarded for Council Tax purposes if their sole or main residence is in a night shelter or hostel, where the dwelling provides residential accommodation and is predominantly provided:

• for persons of no fixed abode and no settled way of life
• under licences to occupy which do not constitute tenancies
• not in separate and self-contained sets of premises
