Class A: International Headquarters & Defence Organisations:
A person who is a member of a Headquarters or organisation which has been designated under section 1 of the International Headquarters and Defences Organisation Act 1964, and their dependants.
i.e. SHAPE (Supreme Headquarters Allied Powers Europe)
Class D: Visiting Forces
A person who is a member of a visiting force (under Part 1 of the Visiting Forces Act 1952) and their dependants (unless the dependant is a British Citizen, or is ordinarily resident in the U.K.)
If one of the liable parties qualifies for the Class D, Visiting Forces disregard, then the property will be exempt from payment of the Council Tax. If however this is not the case (the qualifying person is lodging with a British Citizen) then the person would be disregarded when calculating the number of adults in the property.
