Types of Benefit
Housing Benefit and Council Tax Benefit are National benefits schemes run by Local Authorities. They are to help people on limited means who are having difficulties with their rent or Council Tax.
- Housing Benefit helps to pay your rent.
- Council Tax Benefit helps with your Council Tax bills.
You can apply for both benefits.
Who can apply for Council Tax Benefit?
Anyone who is responsible for paying Council Tax for their home. This means the person (or their partner) whose name is on the Council Tax bill.

Who can apply for Housing Benefit?
Any tenant who rents their home from:
- a private landlord
- the council
- a housing association

As from November 2009, Child Benefit has been fully disregarded in Housing Benefit and Council Tax Benefit calculations. This could mean that you qualify for benefit that you may not have been able to claim before. Don't Miss Out leaflet.
