Closures under the Town Police Clauses Act 1847 Section 21
This section is used to close streets to traffic on occasions when the ordinary day-to-day use of the street or highway is, or is liable to be, obstructed or dislocated by substantial numbers of persons, on foot or in vehicles, participating as spectators or otherwise on the occasion. Used for relatively short periods of time and made by the local authority (South Hams District Council). Examples are national celebrations, local carnivals and fairs.
Closures under the Road Traffic Regulation Act 1988 Section 16
This section provides for traffic management of roads in connection with large sporting or social events. It allows the traffic authorities (Devon County Council) to make orders to prohibit or restrict traffic flow.
It is intended to deal only with major events, which will inevitably cause substantial disruption to traffic and require the closure of roads for considerable periods of time. Initially introduced to cater for the English stages of the Tour de France.
