Anti-Social Behaviour

South Hams District Council have appointed an Anti-Social Behaviour Officer to tackle anti-social behaviour problems within the South Hams area. The A.S.B. Officer has been appointed to crack down on unruly behaviour within the South Hams District Council’s area and has promised to use the full weight of the law to provide better protection and reassurance to the public.

The Anti-Social Behaviour Officer will bring together agencies to target individuals who have not responded to police warnings. A solution will be drawn up, which could include an acceptable behaviour contract (A.B.C.) or an anti-social behaviour order (A.S.B.O.) – which so far have seldom been used in the district. The ASB Officer will be advising and working with police neighbourhood team leaders to assist them with the use of recent legislation to deal with anti-social behaviour, and will also be liaising with the many diverse agencies who have responsibility to tackle these problems.

The Anti-Social Behaviour Act 2003 gave police new powers – the government told police forces to place a greater emphasis on the problem. Anti-social behaviour is defined as anything, which causes harassment or distress and is aimed at the community as a whole and not just the younger members of the community. The purpose is to support the community in its wishes.  

What is Anti-Social Behaviour?
Under the terms of the Crime & Disorder Act 1998, anti-social behaviour is defined as ‘a manner that caused or was likely to cause harassment, alarm or distress to one or more persons not of the same household as the perpetrator’

Acceptable Behaviour Contracts (ABC’s)
An Acceptable Behaviour Contract (ABC) is a voluntary written agreement between the person who has been involved in anti-social behaviour and one or more local agencies whose role it is to prevent such behaviour (E.G. Police & Social Landlords)

What are Anti-Social Behaviour Orders (ASBO’s)?
Anti-Social Behaviour Orders are statutory measures that aim to protect the public from behaviour that causes or is likely to cause harassment alarm or distress

It is important we tackle anti-social behaviour as it can ruin people’s lives.  It can also create an environment where more serious crime can occur.

How to report Anti-Social Behaviour
It is your community – take a stand and report it.

In an emergency
If someone is acting in a violent or threatening manner towards you or your property or they are being racially abusive then contact the police immediately on 999.

Non emergency crimes or other type of incidents should be reported to the Police 24-hour number 08452 777444, or visit the Devon & Cornwall Police website at www.devon-cornwall.police.uk.
