Best Value

Best Value was introduced in 2000. It is aimed at making sure that Council services are delivered efficiently and cost effectively, with the needs of the customer being the main consideration.

Best Value now forms part of Comprehensive Performance Assessment.

Best Value means that the Council reviews its services by asking four key questions:

  • Why do we provide this service? - Do we have to provide the service, is it something our customers want us to provide?
  • Are we competitive with other service providers? How do we match up to others doing the same thing?
  • How does our service compare with other councils? Are we good at what we do compared to everyone else?
  • What do our customers think of the service? Are they happy with the service, if not, why not? And if not, what are we doing about it?

The Best Value Review Programme was originally set out from 2000 - 2005. The programme is flexible, and takes into account changing circumstances. For example the Comprehensive Performance Assessment in 2003 meant that a review of the whole council happened, so the individual service reviews were rescheduled for 2004-2005.
