The responsibility for dealing with hazardous substances lies with the Emergency Services, the Environment Agency, The Maritime Coastguard Agency (if on a beach), the Local Authority and the Landowner on whose land the substance lies.
The Councils of Devon, Cornwall and the Isles of Scilly have produced a joint response plan covering the accidental or deliberate release of toxic materials.
Should anyone discover something that they consider might be a hazardous substance, they should notify the emergency services (Police) immediately using the 999 service.
