This DPD will consider ways to protect and enhance the landscape setting of Plymouth, as well as opportunities for development. It will identify sites for needed development of housing (especially affordable homes), employment and associated community facilities to 2016 and beyond.
This is a joint DPD being prepared by South Hams District Council, Plymouth City Council and Devon County Council, with the assistance of Baker Associates Planning Consultants. It looks at the areas around Plymouth’s boundary, including Woolwell, Roborough, Bickleigh, Hemerdon and Langage, and considers opportunities for development as well as the need for restraint.
Workshops were held in October 2009 to gather people’s views and ideas for this area. The results of that consultation have been used to draw up a series of consultation pamphlets. The pamphlets identified issues and options for landscape protection, housing, employment and associated community facilities. These were available for comment from 16 February to 15 April 2011.

Consultation Pamphlets
A set of pamphlets were available for comment between 16 February and 15 April 2011. These were accompanied by an information pamphlet, providing details on the consultation process.

Consultation Events
Events were held at Hemerdon (1st March 2011) and Woolwell (3rd March & 7th April 2011) where planners were available for people to share their ideas and views on their neighbourhoods and the wider urban fringe.
Plymouth Sustainable Neighbourhoods DPD
The Sustainable Neighbourhoods (including Key Site Allocations) Development Plan Document covers those parts of the City not included within the Area Action Plans (AAP). It aims to set out visions for each neighbourhood, developed in partnership with each community, which will guide change in each neighbourhood into the future. As part of this, the DPD will look to identify key sites which will contribute to meeting Plymouth's needs for homes, jobs, shopping and recreation – as outlined in the Core Strategy.

In October 2004 the Council published a ‘Town and Village’ (Area Action plans/Site Specific Allocations: Issues, Options and Preferred Options) as one of the first steps in the South Hams Local Development Framework (LDF) process. This included a section on the South Hams part of the Plymouth Principal Urban Area (PUA).
In June 2006 the Council published the Preferred Options Stage of the – ‘Plymouth Urban Fringe Site Specific Allocations’ document. It covers the period up to 2016 and proposes preferred sites for approximately 500 dwellings and new employment land on the edge of Plymouth. It also sets out the policy context for the settlements of Woolwell and Roborough. The consultation leaflets will build on that earlier work and the public response to it.
This plan does not include the Sherford New Community, which is dealt with in the ‘Sherford Area Action Plan’.

Sustainability Appraisal
The Plymouth Urban Fringe Site Specific Allocations document was subject to a Sustainability Appraisal (SA), incorporating Strategic Environmental Assessment (SEA), at several stages during its preparation. A Sustainability Appraisal Report accompanied the Preferred Options document which set out the findings of the SA.
