An Independent Examination into the representations received on the Affordable Housing Development Plan Document Submission Stage took place on Tuesday June 17th 2008 at the South Hams District Council offices at Follaton House, Plymouth Road, Totnes. The purpose of the Examination was for an independent Inspector to assess whether the South Hams LDF Affordable Housing document is “sound” and produce a report on the Examination to be binding upon the Council.

The Inspector
The Secretary of State appointed Mr Neil Pope BA (Hons), MRTPI as the independent Inspector to conduct the Examination.
The Programme Officer
Karen Duffield was appointed as Programme Officer for the Examination to deal with all procedural, administrative and programming matters. A Programme Officer is independent of the Council and works directly to the Inspector. All correspondence should be addressed to the Programme Officer.
The Pre-Examination Meeting (PEM)
Given the limited number of those wishing to appear at the Examination, it was not necessary, in this instance, to hold a Pre-Examination Meeting.

The Examination Library
The Examination Library consists of the Core Documents, Representations, Plan Documents and subsequent material submitted to the Examination by all parties. The library is maintained by the Programme Officer - all documents being available to view by the public, by prior appointment with the Programme Officer.

The list of Core Documents detailed all the documents that might be called upon during the Examination and was being updated on a regular basis, as further submissions were received.

Programme for the Examination
Those who made representations on the Affordable Housing DPD should decided whether their views could be dealt with in written form or whether they needed to present them orally at the hearing session. Both methods carry the same weight, the Inspector having equal regard to views put orally or in writing.
The Inspector prepared a regularly updated Draft Programme for the Examination.
Statements for the Hearing (further written representations)
Respondents could submit further written evidence in support of their position; these submissions should focus upon the issues identified in the hearing session Agendas and to the same timetable.
