1. Apologies for Absence
2. Minutes - to approve as a correct record and authorise the Chairman to sign the minutes of the meeting of Scrutiny held on 27 May 2010;
3. Urgent Business - brought forward at the discretion of the Chairman;
4. Division of Agenda - to consider whether the discussion of any item of business is likely to lead to the disclosure of exempt information;
5. Declarations of Interest - Members are invited to declare any personal or prejudicial interests, including the nature and extent of such interests they may have in any items to be considered at this meeting;
6. Matters (if any) referred to the Group under Part 4 (18) Rules of Procedure – Call-in of decisions where Members of Scrutiny have evidence which suggests that the Executive did not take the decision in accordance with the principles set out in Article 13 (Decision Making);
7. Scrutiny Shadowing Roles – to consider a report that recommends the adoption of a protocol for the Shadowing role;
8. Exclusion of Public and Press – to consider the following resolution to exclude the public and press:-
That in accordance with Section 100 (A)(4) of the Local Government Act 1972, the public and press be excluded from the meeting during the consideration of the following items of business in order to avoid the likely disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A to the Act is involved”.
9. Leisure Centre Dual Use Agreements Negotiation Update – the Head of Landscape and Leisure and the Property Lawyer will attend to verbally update Members on the current position;
10. Re-admittance of Public and Press;
11. Performance Indicators Progress Report – to consider a report that informs Members of achievements against selected Performance Indicators;
12. Oral Update from Joint Scrutiny Meeting Regarding Use of Police Resources for Pre-planned Events – Members to provide feedback on the Joint Scrutiny meeting held with West Devon Borough Council’s Overview and Scrutiny Committee regarding the use of police resources for traffic management within Devon and Cornwall at pre planned events.
