1.         Minutes - to approve as a correct record and authorise the Chairman to sign the minutes of the meeting of the Group held on 21 October 2004 (as previously circulated).

2.         Urgent Business - brought forward at the discretion of the Chairman.

3.         Division of Agenda - to consider whether the discussion of any item of business is likely to lead to the disclosure of exempt information.

4.         Declarations of Interest - Members are invited to declare any personal or prejudicial interests, including the nature and extent of such interests, they may have in any items to be considered at this meeting.

5.                   Matters (if any) referred to the Group under Part 4 (18) Rules of Procedure – Call-in of decisions where Members of Scrutiny have evidence which suggests that the Executive did not take the decision in accordance with the principles set out in Article 13 (Decision Making).

6.                   Presentation of Final Accounts 2003 / 04 – Audit Report.  To receive a presentation from Heather Ancient, Audit Manager, Price Waterhouse Coopers.

7.                   Environmental Health Fundamental Service Review: Annual Review – to consider a report which advises Scrutiny of the progress made as a result of the Fundamental Service Review (FSR) of the Environmental Health Service undertaken on 7 November 2002 (pages 1 to 5);

8.         Electoral Services Fundamental Service Review: Annual Review – to consider a report which updates Members on the progress made on the various points raised in the action plan arising from the Fundamental Service Review of Electoral Services which was undertaken in May 2002 (pages 6 to 10);

9.         Exclusion of Public and Press - to consider the following resolution to exclude the public and press:-

“That in accordance with Section 100(A)(4) of the Local Government Act 1972, the public and press be excluded from the meeting during consideration of the following item of business as the likely disclosure of exempt information as defined in paragraph 8 of Part 1 of Schedule 12A to the Act is involved”.

10.       Internal Audit – Report on progress against the 2004 / 05 Internal Audit Plan – to consider an exempt report which informs Members of the principal activities of the Internal Audit section of Financial Services for 2004/05 to October 2004 (pages 11 to 32);

11.       Re-admittance of Public and Press;

12.       Agenda Items for Future Meetings of Scrutiny (pages 33 to 34).
