1.         Minutes - to approve as a correct record and authorise the Chairman to sign the minutes of the meeting of the Executive held on 7 September 2006 (as previously circulated);

 2.         Members in Attendance;

 3.        Urgent Business - A proposed application to the High Court to Rectify an error in relation to a purported grant of planning permission.

 4.        Division of Agenda - to consider whether the discussion of any item of business is likely to lead to the disclosure of exempt information;

 5.        Declarations of Interest - Members are invited to declare any personal or prejudicial interests, including the nature and extent of such interests, they may have in any items to be considered at this meeting;

 6.        Public Question Time - a period of up to 15 minutes is available to deal with questions submitted by the Council in accordance with the Executive Procedure Rules;

 7.       Review of UK Naval Bases - The Executive is asked to consider expressing support for Plymouth in light of the Government's announcement that an in depth review of Naval Base infrastructure requirements will be held as part of the Defence Industrial Strategy;

 8.       Plymouth Local Development Framework, North Plymstock and Minerals Area Action Plan and Core Strategy – to consider a report which outlines the key points from the Plymouth Local Development Framework documents and sets out a suggested Council response;

9.         Monitoring Service Level Agreements: South Hams Council for Voluntary Services ( CVS ), South Hams Volunteer Centre and South Hams Citizens Advise Bureau (CAB) – to consider a report which reviews the operation in 2005/06 of the Service Level Agreement (SLA) between South Hams CVS , and its core funders, South Hams District Council, Devon County Council and South Hams & West Devon Primary Care Trust.  The report also seeks approval to roll forward the current 3-year SLA for a further year;

10.       Housing Capital Programme 2006 - 08 – to consider a report which identifies the current position with regard to the Council’s housing capital programme in light of the announcement of the Housing Corporation’s National Affordable Housing Fund (NAHF) in March 2006 and the implications of Devon County Council not enabling the use of the additional income from Second Homes Council Tax in 2006/07;

11.       Capital Programme Monitoring Report – to consider a quarterly report which enables Members to monitor the Council’s major capital schemes in terms of both cost and progress against timetable;

12.       Children and Young People: Current Issues and South Hams Play Strategy – to consider a report which informs Members of issues relating to children, young people and play and seeks support for adoption of the proposed play strategy for the Council;

(c)   Business Board (Operations Team) 13 September 2006;

(d)   Environment Policy Development Group 14 September 2006;

        Climate Change Policy  (subject to any changes as referred to in the above minutes)

 14.       Exclusion of Public and Press - to consider the following resolution to exclude the public and press:-

 “That in accordance with Section 100(A)(4) of the Local Government Act 1972, the public and press be excluded from the meeting during consideration of the following items of business as the likely disclosure of exempt information as defined in the paragraph 3 of Part 1 of Schedule 12A to the Act is involved."  

15.       Employment Estates Review to consider an exempt report which seeks authority to proceed with the disposal of a number of premises as part of a rationalisation plan (.
