AGENDA - EXECUTIVE

1.         Minutes - to approve as a correct record and authorise the Chairman to sign the minutes of the meeting of the Executive held on 17 November 2005 (as previously circulated).  

2.         Members in Attendance.  

3.         Urgent Business - brought forward at the discretion of the Chairman.  

4.         Division of Agenda - to consider whether the discussion of any item of business is likely to lead to the disclosure of exempt information.

5.        Declarations of Interest - Members are invited to declare any personal or prejudicial interests, including the nature and extent of such interests, they may have in any items to be considered at this meeting.  

6.         Public Question Time - a period of up to 15 minutes is available to deal with questions submitted by the Council in accordance with the Executive Procedure Rules (see attached explanatory note – page 1 only).  

7.         Draft Budget Proposals 2006/07 – to consider a report which updates Members on the budget position and provides a framework for consultation with the Scrutiny and Policy Development Groups.

8.         Housing Corporation’s National Affordable Housing Programme (AHP) and the Housing Capital Programme 2006-08 – to consider a report which identifies the criteria to be used by Registered Social Landlords (RSLs) in submitting bids to the Housing Corporation’s National Affordable Housing Fund (NAHF), and considers the implications for the Council’s housing capital programme.  

9.         Options for the Future Delivery of the Building Control Service – to consider a report which further outlines the options for future delivery of the Building Control service.  

10.       Reports of Other Bodies - To receive, and as may be necessary to approve, the minutes and any recommendations of the under-mentioned body:-  

(a)   Environment Policy Development Group  - 22 November 2005  

(b)   Community Policy Development Group 24 November 2005  

(c)   Scrutiny 1 December 2005.  

11.       Exclusion of Public and Press - to consider the following resolution to exclude the public and press:-  

“That in accordance with Section 100(A)(4) of the Local Government Act 1972, the public and press be excluded from the meeting during consideration of the following items of business as the likely disclosure of exempt information as defined in the paragraph(s) 8 and 9  of Part 1 of Schedule 12A to the Act is involved.  

12.       Provision of Temporary Accommodation for the Homeless – to consider an exempt report on the need for larger units of temporary accommodation for homeless families and additional units of accommodation in the Totnes area.  

13.       Avondale South Brent – Future Options – to consider an exempt report outlining options for the future of Avondale House in South Brent.  

14.       The Totnes Southern Area Redevelopment – Purchase of Dwelling – to consider a proposal to obtain approval for the purchase of a dwelling to support the Totnes Southern Area development.
