AGENDA - Executive, 7 April 2005 at 2.00 pm in the Cary Room


1.         Minutes - to approve as a correct record and authorise the Chairman to sign the minutes of the meeting of the Executive held on 3 March 2005 .

 2.         Members in Attendance.

 3.         Urgent Business - brought forward at the discretion of the Chairman.

 4.        Division of Agenda - to consider whether the discussion of any item of business is likely to lead to the disclosure of exempt information.

5.         Declarations of Interest - Members are invited to declare any personal or prejudicial interests, including the nature and extent of such interests, they may have in any items to be considered at this meeting.

6.         Public Question Time - a period of up to 15 minutes is available to deal with questions submitted by the Council in accordance with the Executive Procedure Rules.

7.         Sub-Regional Spatial Strategy Consultations – to consider a report which enables Members to give consideration to the current consultations on the sub-area strategies for Plymouth , South East Cornwall and South West Devon and for Torbay and South Devon to 2026;

8.         Sustainability Appraisal of the South Hams Community Strategy and the Local Development Framework – to consider a report which sought Member agreement to publish the Sustainability Appraisal (SA) Scoping Report required for the South Hams Community Strategy and the Local Development Framework and to seek the delegated authority to prepare and publish subsequent SA reports as necessary;

 9.        South West Regional Housing Strategy 2005-2016 – to consider a report which sought approval for the response to the draft Regional Housing Strategy;

 10.      Saint Barnabas Church, Dartmouth – to consider a report which sets out the current position regarding the conversion of the former church and seeks approval to provide a non-recurring grant to enable the Trustees to progress with a detailed Business Plan in support of a Heritage Lottery Fund application;

 11.       Delivery Against Council Priorities CP1 (Affordable Homes) and CP2 (Good Jobs) – to consider a report which seeks to build on the agreed approach to advancing sites ahead of the Local Plan/Local Development Framework in order to deliver affordable housing in areas of need and extends that approach to enable the progression of new employment sites and job opportunities;

12.       Community Grant Fund:

·        Thurlestone Parish Hall Application;

·        Sparkwell Parish Hall and Playground Trust Application;

·        Community Development Officer Delegated Authority – to consider a report which seeks approval to offer grant assistance towards two Parish Hall projects and to enhance delegated authority to the Community Development Officer to deal with applications from new organisations;

13.       Devon Supporting People – Partnership Agreement – to consider the Partnership Agreement/Memorandum of Understanding required to implement the Supporting People Programme;

14.       Single Status and Local Pay Review – to consider a report which seeks budgetary provision in order to carry out a local pay review as required by the 2004 national agreement for local government employees;

15.       Best Value Performance Indicators (BVPIs) 2003/2004 – to consider a report which intends to review and better understand the Best Value Performance Indicator (BVPI) results for the year ended March 2004;

16.       Reports of Other Bodies - To receive, and as may be necessary to approve, the minutes and any recommendations of the under-mentioned body:-

(a)               Environment Policy Development Group – 24 March 2005 (minutes to follow);

(b)               Prosperity Policy Development Group – 24 March 2005 (minutes to follow);

 

17.       Exclusion of Public and Press – to consider the following resolution to exclude the public and press:-

             “That in accordance with Section 100(A)(4) of the Local Government Act 1972, the public and press be excluded from the meeting during consideration of the following items of business as the likely disclosure of exempt information as defined in paragraph 8 of Part 1 of Schedule 12A to the Act is involved.”

 18.       Council Responsibilities in Relation to Trees – to consider an exempt report which seeks to amend the Council’s Tree Policy and to ensure that Tree Survey and future management arrangements are in place, in order to meet the Council’s responsibilities for managing its tree assets under the duty of care.
