AGENDA - Executive

1.         Minutes - to approve as a correct record and authorise the Chairman to sign the minutes of the meeting of the Executive held on 8 December 2005 (as previously circulated).  

2.         Members in Attendance.  

3.         Urgent Business - brought forward at the discretion of the Chairman.  

4.         Division of Agenda - to consider whether the discussion of any item of business is likely to lead to the disclosure of exempt information.

5.         Declarations of Interest - Members are invited to declare any personal or prejudicial interests, including the nature and extent of such interests, they may have in any items to be considered at this meeting.

6.         Public Question Time - a period of up to 15 minutes is available to deal with questions submitted by the Council in accordance with the Executive Procedure Rules;

7.         South Hams District Council’s Business Continuity Plan – to consider a report which advises Members of the draft South Hams District Council Business Continuity Plan and to seek views on any additions and improvements that may be made to the plan;

            (Please note that a full copy of the plan is available on the Council’s website and a hard copy can be obtained on request from the Member Support Service);  

8.         Shared Service Arrangements – Teignbridge and South Hams – to consider a report which seeks Member approval for the principle of an exclusive partnership between Teignbridge and South Hams to achieve significant shared service delivery by December 2008 and for the next steps towards achieving that vision;  

9.         Admiral’s Court (Phase 3) Employment Units, Dartmouth – to consider a report which provides Members with information about the proposal to construct a third phase of employment units at Admiral’s Court, Dartmouth .  Approval is sought for the release of £270,000 from capital reserves to partly finance the scheme; to bid for £180,000 ERDF Objective 2 funding to provide the balance required for the project and for officers to submit a planning application for the proposals;  

10.       Financial Assistance – Loans to Parishes:  

·        Application from Kingston Parish Council

·        Amendment to Aveton Gifford Parish Council’s Loan Conditions – to consider a report which seeks approval to offer an Interest Bearing Loan following an application from Kingston Parish Council and to amend the conditions of a Loan offered to Aveton Gifford Parish Council;  

11.       Performance Indicators – to consider a report which advises Members of performance against Performance Indicators;  

12.       Banking Arrangements: Extension of Contract – to consider a report which seeks to extend the existing contract for banking services with The Co-operative Bank plc by two years;

13.       Revenue Budget Monitoring 2005/2006 – to consider a report which enables Members to monitor income and expenditure variations against the approved budget for 2005/2006 ;

14.       Write-off report – to consider a report which informs Members of the individual debts for all revenue streams, up to the value of £3,000 written off by the Head of Finance under delegated authority and for permission to be sought to write-off those debts in excess of £3,000;

15.       Reports of Other Bodies - To receive, and as may be necessary to approve, the minutes and any recommendations of the under-mentioned body:-  

(a)   Prosperity Policy Development Group 5 December 2005

(b)   Community Policy Development Group 12 December 2005
