AGENDA - DEVELOPMENT CONTROL COMMITTEE, WEDNESDAY 20 JULY 2005 AT 2.00 PM IN THE COUNCIL CHAMBER

1.         Minutes - to approve as a correct record and authorise the Chairman to sign the minutes of the meeting of the Committee held on 15 June 2005.

2.         Urgent Business - brought forward at the discretion of the Chairman.

3.         Division of Agenda - to consider whether the discussion of any item of business is likely to lead to the disclosure of exempt information.

4.         Declarations of Interest - Members are invited to declare any personal or prejudicial interests, including the nature and extent of such interests, they may have in any items to be considered at this meeting.

5.         Public Participation - The Chairman to advise the Committee on any requests received from members of the public to address the meeting.  

6.         Site Inspections:-

(a)   to appoint the Group for site inspections to be held on 1 August 2005 .

            (b) to receive a report of the full Committee site inspection held on 20 July 2005 :

(i)           08/0253/05/F & 08/0254/05/F – Change of use of land for the storage of vehicles, parts, containers, plant and equipment – Torr Quarry, Kingsbridge Road, East Allington, Totnes TQ9 7QJ;

(ii)         08/0635/05/CU – Change of use of land for temporary storage of road planings, other roadstone, aggregates and soils – Torr Quarry, East Allington, Totnes TQ9 7QQ;

(iii)       08/0399/05/CM – Storage of domestic recycling within existing caged area – COUNTY MATTERS APPLICATION – Torr Quarry Industrial Estate, East Allington, Totnes TQ9 7QQ;

(iv)        08/0397/05/CM – Rebuild of existing recycling shed – COUNTY MATTERS APPLICATION – Torr Quarry, East Allington, Totnes TQ9 7QJ;

(v)          08/0398/05/CM – Use of land for storing, processing and recycling inert waste – COUNTY MATTERS APPLICATION – Torr Quarry Industrial Estate, East Allington, Totnes TQ9 7QQ;

7.         Planning Applications - Members are requested to raise any queries they may have with the Head of Planning and Building Control before the meeting.

Members of the public may wish to note that the Council's meeting rooms

are accessible by wheelchairs and have a loop induction hearing system

 During the preparation of reports contained in this Agenda, the Officers have had recourse to the following documents:-

             Devon County Structure Plan and relevant Local Plans;

            South Hams Local Plan;

            Relevant Government Circulars and Advice;

            Relevant Appeal decisions;

            Human Rights Act 1998.

 Where other information has been used, the relevant sources are quoted within the individual report

 The Planning and Building Control Manager’s recommendations include reference to conditions and reasons for refusal by code.  A copy of the standard conditions and reasons for refusal is available for inspection by members of the public outside the Council Chamber.
