1.         Minutes to approve as a correct record and authorise the Chairman to sign the minutes of the meeting of the Council held on 8 February 2007 .

2.         Urgent Business – the Chairman to announce if any item not on the agenda should be considered on the basis that he considers it as a matter of urgency (any such item to be deal with under item 7 below).

3.         Confidential Business – the Chairman to inform the meeting of any confidential item of business.

4.         Exempt Information – to consider whether the consideration of any item of business would be likely to disclose exempt information and if so the category of such exempt information.  

5.         Chairman’s Announcements

6.         Declarations of Interest – Members are invited to declare any personal or prejudicial interests, including the nature and extent of such interests, they may have in any items to be considered at this meeting.  

7.         Business Brought Forward by the Chairman – to consider business (if any) brought forward by the Chairman as reported under item 2 above.

8.         Questions – to consider the following questions received in accordance with Council Procedure Rule 8.  

From Cllr Boughton to Cllr Yonge , Leader of the Council:

 

(i)         Can the leader tell us whether all our Challenge grants have been awarded for key worker housing, and for which occupations they were awarded and in which towns in the South Hams?  

From Cllr Brazil to Cllr Yonge , Leader of the Council:  

(ii)        It was recently announced in the press that South Hams was sending inspectors to bakeries in the South Hams. How much did this exercise cost?  

(iii)       Just before Christmas there was a staff ‘bonding‘ session at Dartington Hall. Including staff time, how much did this cost?  

(iv)       What has been the cost to the council of the planning appeal at Bozomzeal farm?  

From Cllr Brazil to Cllr Steer , Executive Member for Housing:  

(v)        During the last eight years, of all houses built in the South Hams, what has been the percentage of affordable houses built?  

From Cllr Brazil to Cllr May, Executive Member for the Clean Environment:  

(vi)       How many public loos have been closed in the last four years and how many are planned to be closed in the near future?  

From Cllr Brazil to Cllr Barnes, Executive Member for Access to the Council’s Services:  

(vii)      In the business case for the call centre presented to the executive in 2003, the worse case scenario predicted revenue savings of £540,000 by the end of its second year of operation.  Given that the actual savings are in the region of £160,000 is it fair to say the strategy has been a failure?  

From Cllr Brazil to Cllr Saltern, Executive Member for Community Affairs:  

(viii)     In the strategic plan talk we about improving access to local services. Can you list the practical support we have given to post offices and other rural shops in the past four years?

From Cllr Brazil to Cllr Beer, Chairman of the Salcombe Harbour Board:  

(ix)       The six co-opted members of the newly formed Salcombe Harbour Board have prejudicial interests in many of the financial decisions the board has to take.  Why did we not take legal advice about this situation?

10.       Notice of Motion – to consider the following motions received (if any) in accordance with Council Procedure Rule 10.1.

11.         Review of the Council’s Political Structure – to consider a report of the Political Structures Working Group on proposed revisions to the current political structure (circulated separately).  

12.       Post of Chief Executive – to consider a report setting out a process for filling the role of Chief Executive (circulated separately).  

13.       Setting of Fees for the Local Land Charges Service 2007 / 2008 – to consider a report on proposed changes to the fees and charges in respect of the Local Land Charges service (circulated separately).  

14.       Risk Management – Annual Report – to consider a report which provides information on risk management activities undertaken since April 2006 (circulated separately).  

15.       Reports of Bodies – to receive and as may be necessary approve the minutes and recommendations of the under-mentioned Bodies:-
