AGENDA - South Hams District Council meeting

1.         Minutes – to approve as a correct record and authorise the Chairman to sign the minutes of the meeting of the Council held on 15 June 2006 .

2.         Urgent Business – the Chairman to announce if any item not on the agenda should be considered on the basis that she considers it as a matter of urgency (any such item to be deal with under item 7 below).  

3.         Confidential Business – the Chairman to inform the meeting of any confidential item of business.

4.         Exempt Information – to consider whether the consideration of any item of business would be likely to disclose exempt information and if so the category of such exempt information.  

5.         Chairman’s Announcements  

6.         Declarations of Interest – Members are invited to declare any personal or prejudicial interests, including the nature and extent of such interests, they may have in any items to be considered at this meeting.  

7.         Business Brought Forward by the Chairman – to consider business (if any) brought forward by the Chairman as reported under item 2 above.

8.         Questions – to consider the following questions received in accordance with Council Procedure Rule 8. 

            From Cllr Boughton to the Leader of the Council:  

At the last Full Council, Cllr Brazil said that he would never be in favour of the new community at Sherford.  Can the Leader of Council describe what would be the consequences if Cllr Brazil 's view were adopted as council policy? 

9.            Notice of Motion – to consider the following motions received in accordance with Council Procedure Rule 10.1:-  

(a)       By Cllrs Beer and Yonge:  

“South Hams District Council calls on Derriford Hospital to reconsider closing the Primrose Unit.  This unit is critically important to all those suffering from breast cancer not only in the South Hams but in the whole of the South West.”  

(b)       By Cllrs Brazil and Ward:  

“This Council writes to Housing Minister Yvette Cooper and asks her to reconsider her views on the effect of second homes on the housing market and allows South Hams District Council to impose a second Home Impact Tax despite the views of local MP Anthony Steen.”  

10.       Governance Arrangements for the Harbour Authority – to consider a report of the Acting Strategic Director (Operations) on a proposal to revise the governance arrangements for the Salcombe Harbour Board (circulated separately).

11.       Development Control – Approval of Minor Amendments – to consider a joint report of the Head of Planning and Building Control and Head of Corporate Services on a proposal to cease approving minor amendments once consent has been granted (circulated separately).  

12.       Homelessness – Member Appeal Board – to consider a report of the Head of Community Regeneration on a proposal to discontinue the Homelessness Appeal Board (circulated separately).

 13.      Appointment to Outside Body: Devon Building Control Partnership – to consider a report from the Head of Corporate Services to make 2 appointments to the Devon Building Control Partnership (circulated separately).

 14.       Reports of Bodies – to receive and as may be necessary approve the minutes and recommendations of the under-mentioned Bodies:-
