1.        Minutes – to approve as a correct record and authorise the Chairman to sign the minutes of the meeting of the Council held on 11 May 2006 (circulated herewith).

2.        Urgent Business – the Chairman to announce if any item not on the agenda should be considered on the basis that she considers it as a matter of urgency (any such item to be deal with under item 7 below).

3.        Confidential Business – the Chairman to inform the meeting of any confidential item of  business.

4.        Exempt Information – to consider whether the consideration of any item of business would be likely to disclose exempt information and if so the category of such exempt information.

5.        Chairman’s Announcements  

6.        Declarations of Interest – Members are invited to declare any personal or prejudicial interests, including the nature and extent of such interests, they may have in any items to be considered at this meeting.  

7.         Business Brought Forward by the Chairman – to consider business (if any) brought forward by the Chairman as reported under item 2 above.

8.        Questions – to consider the following questions received in accordance with Council Procedure Rule 8.  

            From Cllr Boughton to the Leader of the Council:  

(i)         In pursuit of the council's Priority Policy of creating well paid employment, can we find ways to promote more building contracts for local builders? 

(ii)         Can the Leader ask the planning departments to look more closely at public transport issues relating to new housing developments, and in particular to the major developments such as Lee Mill and Sherford?  

From Cllr Brazil to the Executive Member for Clean Environment:  

(iii)        What has been the percentage increase in car parking charges over the last four years?  

(iv)        How many surveys/research have been carried out to assess the effect of increases in car parking charges on local businesses in our market towns?  

(v)          How many Council officers are provided with free car park passes and how many are provided with reserved car parking spaces?  

From Cllr Brazil to the Executive Member for Housing:  

(vi)         How many affordable houses were built in the South Hams during the year 05/06 and how much money did SHDC spend on these projects?  

(vii)        Since the adoption of the Special Planning Guidance on affordable housing, how many affordable houses have been built as a result of this and can you list them?  

From Cllr Brazil to the Executive Member for Community Affairs:  

(viii)       Does SHDC have Environmental Health Officers on call over the weekend?

9.           Notice of Motion – to consider the following motion received in accordance with Council Procedure Rule 10.1:-  

            By Cllrs Brazil and Ward: 'This Council opposes the development of any new nuclear power stations and calls
            on the government to invest in reducing the amount of energy used and renewal forms of energy'.

10.      South Hams Local Development Framework – Statement of Community  Involvement – to consider a report which seeks endorsement for the adoption of the LDF Statement of Community Involvement in line with the Planning Inspectorate’s binding report.

12.        Local Development Framework, Sherford Area Action Plan – Submission Version – to consider a report which seeks Member approval to publish the South Hams Local Development Framework (LDF) Sherford Area Action Plan (AAP) (Submission stage) at the end of June 2006 and also seeks delegated authority to make any necessary final changes to its content.

13.      Local Development Framework – Adoption of Supplementary Planning Document on Open Space, Sport and Recreation – to consider a report which seeks approval to adopt the Supplementary Planning Document in line with the recommendations brought forward by the Community Policy Development Group at its 20 April 2006 meeting.

14.      Draft Planning Guidance: Validating Planning Applications – to consider a report which seeks Member agreement for the adoption of a document which sets a good standard of submission for planning applications.  If adopted, the document will ensure that all necessary information needed to determine a planning application is submitted prior to the registration of a planning application.
